Revise a draft

Rewrite an unsent draft from an instruction in plain words and keep the result as the draft. The rewrite follows the copy rules every message does, declined says what it would not do and why, and a request about how every message should read is saved as a workspace lesson later drafts follow. Never sends. A queued or sent message answers 409.
