Send a message as soon as possible

Release an unsent message for the launcher's next tick without changing its words: a draft is approved, a queued message has its wait cleared. It is still sent by the launcher, behind the send gate.

Idempotency-Keystringoptional: A key unique to this write, up to 255 characters. A retry carrying the same key returns the first response instead of running again. Kept for 24 hours.
